If you play for 1 hour with blinds 25/50 and the dealer deals 45 hands per hour, you'll play 4.5 rotations during one hour and pay 25 + 50= 75 for each of them. The cost of 1 hour of play at the 25/50 level is therefore approximately

4.5*75 = 338

To get precisely 333, you'll have to assume 44.4 hands/hour.

You can't calculate the cost per level precisely, since you can't know the number of hands/hour exactly. The numbers in the article are just estimates, assuming a little less than 45 hands/hour on average.
