Default QQ preflop decision against a perceived donkey

Alright, i've been running into a rash of these guys at the 25 nl tables. Their standard opening raise is 8-12x bb instead of 4x. Basically they are turning the table into the old 50bb tables instead of the 100bb tables. A raise to 2 or 3 does not necessarily mean better than average opening hands, it seems to generally mean worse. I don't have many hands at the table but villain has raised to 2 or 3 every single time he's raised. Thoughts?
