I'd fold pf, your not getting enough implied odds to hit your set. If I was somehow put in your situation on the flop, I would push and hope he has overs......or a smaller non-set pair.

I dont like the raise to 400 at all. Your committed after that so just Push.

Forgive me I'm still new to this so I'm not sure why I should fold PF. I think there were only 2 people who called. Doesn't this usually signify that my pocket pair is ahead? Especially with the hands that people call with in the lower tournaments. I was thinking that even if someone had a good hand, my hand would most likely be better.

You are either slightly ahead or way way way behind preflop. Except in certain special situations, this is a bad equation.

And if I were to act before the raiser, I still should fold PF?

It's fine to limp w/ 99. There's a chance you'll hit your set and someone will stack off to you w/ TPTK or overpair. With a pp as high as 99, there's also the added bonus that there's a good shot your overpair is best on an undercard flop.

But once someone more than minraises, I'd get out of there. It's become too expensive to play for a set. It's also difficult to assume your hand is best on an undercard flop because you could be dealing w/ TT+.
