This guy is a bit loose, I dont rate him much ive seen him pot most flops on his bb just to protect a $4 pot although this is the first time he has reraised pot pf. I know Kev will be folding unless he has AA/KK.

Is this a clear fold?
Is this a clear fold regardless of a standard opponent or if youre new to a table?

totally depends on the pace at your table. at a tighter table, I'd agree with your fold. But a lot of sites will have players who go over the top like that with weaker pocket pairs.

What site was this? And was there a lot of going over the top at this table?

I'd call it. The chances he has AA are pretty small. If an A doesn't come on the flop, your probably in pretty good shape.

So you are basically saying that he is reraising the pot with AK??

If I am scared of aces pf why will I be happy to see no ace on the flop?

Without much info on the guy, he could be doing this with AA-QQ, AK (and perhaps even more hands). If no ace flops, you are ahead of most of these hands.
