They pay the same but misses the "half-price" in the SB, can't be EV+ imo.

It is not +EV. You pay the same for 3 less hands. If someone thought it was so bad to play out of position they could simply fold all hands in the BB and SB and still get an extra hand on the button.

I actually play against a guy who do this now at 2/4 6-max. Must be pretty idiotic, doesn't it?
He also never raise from CO unless he has a big hand.
