In America, this guy would (hopefully) be sent to an asylum and able to get out if his psychological condition was cured or radically moderated. Doesn't England have something similar?

I kind of disagree. I'm glad this guy is locked up. This doesn't really make me sad at all. The phrase "wheelie bin" makes me sad.

I'm sure he had a psychological assesment before going to court. However, we don't have that many in-patients on psychiatric wards these days, and care for the psychiatrically ill tends to be "community based" wherever possible. Essentially this is following a US (Reagan era?) style model.

I'm sure this case will successfully appeal for a shorter sentance, sounds like the judge got out of bed on the wrong side.
