all-in flat bluff question

PP $5 3 table 12 players left. $100 bb. Hero has 950 chips

limper who limps with premium to sub par hands limps in MP. He has 2100 folded to me in SB with 35o. BB is a loose caller and has 2200 chips. I go all-in.

The more I think of it the less I like it but here's a reason for it.

I'll win about 25% of the time if I'm called and I need to double up here. I only need the limper and 2 random cards BB to fold about a quarter of the time. Is 25% win rate if called to much considering that almost every pair dominates me?
