Default PokerRoom Re-Raising Rule Problem?

I was in a tournament on PokerRoom, were the following took place:

Seat 1: SuperPiimp ($674 in chips)
Seat 2: Jdogg777 ($2,870 in chips)
Seat 4: marykate0528 ($2,514 in chips)
Seat 5: ZroKewl [KS,9H] ($1,075 in chips)
Seat 6: yahboohoo ($1,920 in chips)
Seat 7: JOSH M 24 ($1,655 in chips)
Seat 8: see5andcry ($5,940 in chips)
Seat 9: 300gamepc ($2,380 in chips)
Seat 10: huronic ($1,557 in chips)

ANTES/BLINDS
marykate0528 posts blind ($50), ZroKewl posts blind ($100).

PRE-FLOP
yahboohoo folds, JOSH M 24 folds, see5andcry calls $100, 300gamepc calls $100, huronic folds, SuperPiimp calls $100, Jdogg777 bets $570, marykate0528 calls $520, ZroKewl folds, see5andcry folds, 300gamepc folds, SuperPiimp bets $574 and is all-in, Jdogg777 calls $104, marykate0528 bets $1,944 and is all-in, Jdogg777 calls $1,840.

I don't think marykate0528 should have been able to re-raise there should s/he? I thought SuperPimps all-in didn't count as a raise since it was only 54 more chips than the current bet. Doesn't the raise have to be at least half of the current bet to open the betting back up for previous betters?
