Back to your original question. The easiest and quickest way to get downtown is to take a cab. The cheapest would be by bus. I guess it depends on how much you value your time.

In my experience - not only is it MUCH quicker to take a cab - but it's usually faster to take the interstate as well. Of course, that depends on how far south on the strip you are staying and the time of day as well. But I'd say anything further south than say...where the Mirage is - it's probably faster to jump on the interstate.

would it be quicker to take the Monorail to the end of the strip and then catch the bus from there? (I assume closer to downtown) -

WT, FORGET THE BUS!!! Those 2½-hr rides are not uncommon.

Anyone who can't afford the cab, can't afford to go to Vegas.

If you absolutely must use the bus, go well after midnight, when the traffic is light, and there aren't people waiting to get on at every stop.

To be honest, I have no idea.
The last time I was in Vegas (last May) the monrail was just in testing and I never made it downtown on that trip.
I personally think that by the time you figure in the time and PITA (Pain In The Azz, not to be confused with PETA which is People for Eating Tasty Animals) factor for taking the monorail and the bus you are much better off just hopping a cab. I am not sure how much hopping a cab from IP to downtown is but I'll let you know after I get back in a couple of weeks or I am sure someone else here knows.
Of course the other way to look at it would be for the adventure of taking the monorail and LV public transportation. Hell, if you want adventure though, forget the bus take the walk form the end of the monorail to Downtown. From what I hear that should get the adrenaline pumping! If you want to get downtown on the cheap w/o the bus then take the monorail down to the (i think) Sahara and take a taxi from there. If it's just you then it will be cheaper... then again you are staying at IP so if you are with someone it may be about break-even or maybe even -EV... just a thought.

Long, long ago when the world was a kinder place the nugget used to run a shuttle to the Fashion Show Mall. Alas this no more.

Your only free shuttle option is to take the Sams Town shuttle from Harrahs ( I think) to Sams Town and then take the shuttle to the Californian. They set that schedule in such a way that you will be forced to spend at least half an hour at Sams Town. but 1/2 hour at Sams Town beats 1/2 Hour on the bus any day and the total trip time is probably the same.

So in conclusion: Take a cab

I think the stardust has a shuttle that runs from it to the California. check to make sure, though.
