I think if you're going to raise the turn, make it at least 30 and try to take the pot down there. If you think he's on a DRAW then you have to price him out of it.

The river is dangerous to fire again if you're called because a good majority of the time, you're against an ace.

which street? river i presume?

and are we talking fold equity or pure equity in the pot to reduce the perecentage that he must fold?

villain is going to have to fold the river more than 55% for this move to be profitable. Not a smart bet IMO

The turn. River is ok once in a great great while.

this is NOT a common move and never against an unknown or loose/unthinking player.
