somebody figure the odds out for this one

im quite sure the dealer cheated in this hand, but i was young, anyway...
we were playing hi/lo cross
im not sure if you know the game, everybody gets 5 cards, a board is made up of 5 cards arranged like a cross. you can use 2 cards off the board that are on the horizontal or vertical, but not one from each
anyway, 7 players in the game, 5 ended up with full houses, 1 had 4 aces, and the dealer had a steel wheel and a 6 low (we never played a-5 as lock)
obviously he cheated, but im wondering what are the odds? billion to one?
