Default Pocket Pairs in EP - OK to Open-Limp?

I used to think it was always good to open limp with PPs for set value, but now I'm starting to second guess. It seems that ltos of players won't give much action, and you can't profit much from a set unless players have a huge hand in which they raise you a good amount, forcing you to put about 1/10 of your stack preflop. I guess this matters on table texture, blind size, stack sizes, how you play postflop, etc. But is there a consensus or general opinion on this?
