Default 6 max small blind question

Playing 6 max should you complete with Ax offsuit? Does it depend on the number of players in the hand? Thanks.

Prefer raising to open-completing any Ax.

Value of X is important as well as number of limpers. The better the X the more likely to raise vs complete.

Against one limper more likely to raise. Against many limpers more likely to complete/fold the worst x specially if the limpers are tight. Would complete with wheel possible x after multiple limpers.
