Default Mid PP Question

I'm having problems playing these damn middle pairs. I know that a lot of this is read dependent but on average, what is your standard line on the following plays?

Scenario 1: Early in tourney, Blinds 25/50. All have around average stacks with no real chip leader or short stacks. Table rather passive but there's has been a mix of limping and open raising so no real reads yet.

You have button with 99. Three limpers. Action is?

Fold?
Call and play for set value?
Reraise to ... t250?(Pot is at t225).
Push?

What if you had TT/JJ? or 77/88?

Scenario 2: Same as above but you are BB.

Scenario 3: Middle/late stage of tourney, maybe about 50-75 to bubble. Blinds 1000/2000. You are second in chips at table with 2x average stack (about t50k). You and other chip leader (t70k) have been respecting each others stack but still bullying the rest of the table. Lots of active stealing with position.

MP1 (t22k) open raises for t6000 (standard 3xBB). Folded to you in CO. You look down to see 99.

Fold?
Call and only play for set value?
Reraise to ... txxxx?(Pot is at t9000).
Push?

What if you had TT/JJ? or 77/88?

Scenario 4: Same as but chip leader is BB.

Scenario 5: Same as above but you are BB.

Scenario 6: You reraise in any of above but villain pushes. Your action?
