Default SSH preflop hands

In the SSH chart for loose preflop starting hands in the late position (page 83) reference is made to "If at least four people have entered the pot in front of you."

Does the "four" include BB and SB forced bets? That is does the counting start from the UG player or the SB's forced bet.

No, the blinds are behind you preflop.
