I see this a lot from a hand like 10-10 trying to cheaply determine if you hit the flop. Of course it could always be a draw looking for a cheap turn card. I raise to 75-90 and probably fold to a 3-bet, which is his way of allowing you to get away cheaply, IMO.

If Villain just calls the bet make another pot sized bet on a bricked turn

that is too weak IMO, SB only has 35 BBs just raise and get allin however you can.
