There's no almost about it. The player notes is just a text file saved on your computer, indexed by player name. Thus, if the player name changes, it has no way to associate the notes.

on PP if they change their name it will still show up in your buddy list if it is a 'screenname change', not sure about the notes. If the player starts another acct you won't know who it is
