Question on Locked Empire Account

So my account got locked at Empire recently, I'm wondering if I'm ok to open a new account, or am I on some kind of ban list? Any help is much appreciated. Thanks.

You need a good friend or a relative or your out of luck or wait a few years........

You could try to open a new one, but then you would just be asking for them to confiscate your funds.
