what are the bankroll requirments be safe at a particular NL level?

Depends on what type of player you are (LAG/TAG) and how much variance you can handle. I think 20 is probably on the safe side.

apparently for me 10 buy-ins is fine as long as i make sure to tilt off what i win every week
