Default Hand 7, JT

I was reviewing some of the hands played here and I ran into this one, quoted below. Was it correct for him to even go into the pot with J-10? Isn't J-10 usually a drawing hand? How many people should have called before him before it can be acceptable to call with J-10?

my 6-max chart has JTo being a call on the button after 1 limper. unless i have tight blinds and a good read on CO, maybe it is a PFR, as limping first in from CO is really crappy.
