Default Randomization software?

Anyone know of something out there I can use to randomize my play? I'm thinking of something along the lines of where I type in the percent then I click a button and it'll tell me whether or not it succeeded. It'd be pretty trivial to code but extremely useful for headsup and shorthanded play.

I have a small application I wrote that is not exactly what you describe but close. You click a button and it spits out a (pseudo) randomly generated number between 0 and 99. As an example, say if there's something you want to do with probability 30%, you would click the button and do it if it spits out a number between 0 and 29 (inclusive).
