Default raising with 83s...

Can anyone tell me how to count if this is good play, I use this pretty often against this same guy and similiar to him.

Folded to me on button, sb is very tight-agressive player who will fold 90% hands in SB and three bet only AA,KK,QQ,AK.

BB is super loose passive idiot fish who will call all my bets I make with K high all the way down, he wont raise or bet unless of nuts or very close to it.

So I open raise from button with 83s(85/100 of all hands) so only BB calls and I will bet every pair, or better that I hit.. and fold to his raises(ofc not in 88322 board etc) if I dont hit and he dont bet I will check it down every time.

Also this has side benefit of other players thinking im a fish and I would raise against them also with 83s..

So so -ev or +ev, and how can I count it?

One add: He will call my flop bet 95% of the time no matter what cards he has.
