I would say based on his overall AF, yeah... he's to passive to raise river when he's behind, but if you can, break out the AFs into streets. If he's 0 0 7... i might c/c river or b/c river.

Check/fold, he looks too passive to bluff and not enough hands he would call with.

Check/call the river. You may get a busted diamond draw to take a stab at it.

By the way, his raise is a little weird, he cold-called you pre-flop with a 3 in his hand? Or he didn't raise when he made trips on the turn? Almost makes me want to look him up...

Awful. He could have 54, a diamond draw, or a pocket pair. I agree with others that say checkcall the river.
