Get a girlfriend, brother, mother etc to cosign a new bank acct with you.

Go to a new bank, (or INGdirect online) open a new acct with $1. Joint account would be needed. (ING will give you $25 for a new startup acct.)

Open up a 2nd neteller acct, linked to that bank acct. Under the forementioned person's name.

Do a member to member transfer from old NT to new NT.

Signup to Party/skins with the new persons name and referrals. Use that Neteller acct to fund it.

Best idea I can come up with.

ING has a referral program for new accounts. I'd send you the referral money ($10) I'd get if you wanted a signup link from me. PM me for that.

Is there any way that I could like delete my empire account entirely, wait a month or so, and then just sign up again?

I think the waiting at party is 6 months, so I'd assume it's also 6 months at empire, but I cant say for sure.

You could cancel the account but then you have to wait 6 months to open a new one up.

Is it necessary to contact Party/Empire and ask them to cancel the account, or can I just cash out, uninstall the client and wait 6 months?

you have to call and cancel i believe, uninstalling wont do anything because you could always log in to your account from a different comp.

Thats not true. You can do it in as little as 2 weeks. Just e-mail them and close your account and then open a new one. When they call to confirm the new account, they will probably pick up on the old one; just tell them that account has been closed and you want to open a new one. They didn't argue with me or anything. It's not like they are going to turn away a potential rake-paying customer and make them wait 6 months to open a new account.
