Actually, I think Mike Hargrove originated the nickname when he played for the Rangers.

Mike Hargrove. Hargrove bears a great nickname—“The Human Rain Delay.” The name stems from the fact that, as a player, Hargrove would take about 15 minutes for every plate appearance.
