Default Rules Question

Maybe I am confused about tournament rules but I am pretty sure that if a player moves in for less than a full bet the action is still closed to all others. In this hand player Seat 9 called the big blind of 30 but when the BB moved in 45 he made a big raise. Since the BB only had an extra 15 the only action that heffthecow should have is to call the 45 or fold. Please let me know if I am wrong here.

I the raise is half the bet or more, as in this case, action can be reopened by seat 9.
