during the deal and preflop action of every hand after that, lean forward and look directly at his cards.

i'm sure he'll do something about it then.

Exactly! There is one more reason to tell them once: You don't want to be seen as a guy who "tries" to see other players cards. Even if you see them without making any special effort it my give you a low table image if others recognize whats going on.
