Default Value betting vs loose passives

Basically this player is extremely loose and passive. He sees 50% of the flops, he takes 60% of those to the showdown, and he only wins 40% of those showdowns. So I figure I would value bet as low as nine high. In this instance it was closer than I thought, I put him on exactly 3h 8d. Turns out I only had him narrowly beaten, comments?

I can't tell if youre being serious or not. Anyways even if his WTSD and vpip were both 100% you dont have a profitable value bet here, as you cant beat a random hand.
