Default is this collusion or not?

It seemed like a normal hand until in the chat the player who folded out said "do you want me to double you up?" which was before the flop then after he folded he says "I didnt do that...blah blah blah", claiming that party folded him automatically

Party Poker No-Limit Hold'em Tourney, Big Blind is t50 (6 handed)

MP (t2380)
CO (t1015)
Button (t950)
SB (t365)
Hero (t1235)
UTG (t2055)

Preflop: Hero is BB with J[img]/images/graemlins/club.gif[/img], 4[img]/images/graemlins/club.gif[/img].
UTG raises to t100, MP folds, CO folds, Button folds, SB raises to t350, Hero folds, UTG calls t250.

Flop: (t750) T[img]/images/graemlins/heart.gif[/img], K[img]/images/graemlins/club.gif[/img], Q[img]/images/graemlins/spade.gif[/img] (2 players)
SB bets t15 (All-In), UTG folds.

Final Pot: t765

Smells very fishy to me too. I think it is BS when a player folds to a min bet when the pot is 10-20 times the blinds. Why are people not willing to "look up" the player who bet the min? I know that betting the min sometimes is a trap play, but to not at least just call is ridiculuous!

It couldn't be a trap cause SB was all-in. He was getting enormous pot odds. Enough to justify a runner-runner set draw. Smells fishy, but it's more likely just blatant stupidity.
