Brigantine Golf Links (down by Atlantic City) is pretty much always open and in playable shape.

I heard somewhere that the course in Van Courtlandt Park in the bronx is open year round, but that could be out of date/totally incorrect.

There are several courses in the area that will open as long as people will play. Try Bergen Hills GC in Rivervale, NJ (formerly River Vale Country Club), and Blue Hill in Orangeburg (Rockland County). As someone above said, your better bet is to head down towards AC, where it may be a little warmer and Blue Heron Pines prides itself on trying to stay open year round.

Blue Heron is a nice course. In any event, call before you go anywhere, since lots of places have temporary greens this time of year.
