I know it's a different story in some other cards games, like Five draw but what about in HE?

I don't think it is illegal. According to the TDA you can't show your cards with action pending. However, I would interpret that to mean other player's action. Since the only remaining player is all-in and has no further action to take I would say that player B can make this move.

However, I would be really careful about angle shooting in this situation. Typically, unless he's said call to an all-in, flipping your cards face up on the table is a fold. So, if he's not hanging on to his cards when he shows them, this could be an angle shot, player A starts to celebrate thinking he's folded and then player B says call. Or perhaps player A interprets it as a call of his all-in and reacts in an obvious way. It's not as likely if Player B merely shows as opposed to flipping them up, that player A will think he's made a binding decision.
