Default Underground Card Clubs

I know some of you guys have spoken about playing in underground clubs and such. A place has opened up near me and I am wondering, how do these places stay open? This place claims to not be participating in gambling activity because it doesnt collect a rake you just have to pay for your seat and they claim to be a non-profit organization. Does anyone know about how these places stay open legally or how long they would stay open?

Some stay open 6 months, some can stay open for 20 years. It is basically if the cops decide to look the other way for one reason or another
