The over face value charge on some gift certificates is to cover the transfer fees. Neteller charges 1.9% on transfers, so I added 1.94% (the extra .04% to cover the 1.9% on the 1.9%) to most gift certificates.

I'm not sure what you mean by breakage(change) or how that applies to this situation.

If you are getting an email "shipment" you can enter any address and the gift certificate will still just goto the email you enter.

If you are just purchasing the super certificate, it will be sent to your email. Make sure you don't enter a NY address and it will work fine.
