Cold calling with suited connectors

The situation is about that the two of the button open raises (JT or better) and one is the next (one of the button) with some suited connector (e.g. 86s). What is the right play; cold call, reraise, fold?

If one is more sure the opponent will fold his overcard(s) on the flop the reraise before the flop according to my knowledge is correct.

In case one figures the opponent to bet the turn too with about any hand when the flop comes low, isn't it then correct to raise the turn with less than a pair? And maybe the flop when it comes with one high card? Why take him out of the lead by reraising before the flop (and one needs to be more sure he won't get tricky then)? Just because of the BB, and put oneself in a situation where one needs to keep betting with nothing?

Why is it that it seems people think that the correct play here is generally to fold, preflop; he is still having too many pocket pairs higher than one's cards? He is less likely to have so and it seems closer to 50-50 in the two flops mentioned even if one calls with two blank cards (as the BB might heads up here) as one can bluff the pots home maybe often enough.
