What do you think about raising the river in hand 1?

How confident are you that you are ahead in the second hand? Assuming he would fire every flop, I would just let him fire out 3 times and call him down with bottom pair. He isnt going to fold a better hand, and I dont see it as a value raise. The pot is small enough to let him draw at his 6 outer cheaper. Some of the time you're beat, a scare card will come and you will both check the river(like when he has an 8 or a better 3).

The BB 3-bet a SB raise and his description is "BB is semi-maniacal and very loose aggressive." I think he has a pretty huge range here. Queen high or Jack high needs to fold 25% of the time.

Ahhh, once again, I don't bother reading the fine print. I stand corrected - nh sir.

Still, isn't the bigger question whether BB is a thinking LAG or total crazy? If I'm BB holding complete crap I'm wondering why an Ace wouldn't have check-raised the turn? And a king wouldn't raise the river...fearing an ace.

The more I think out loud here, the more the river raise becomes genius against a thinking player with a variety of holdings which you beat.
