Default Modifying video files

I need a program that can cut video files down in size so they can fit onto a cd. I am always getting movies that are around 710MB so they are just a little too big. Are there programs available that can cut certain parts of movie files off to make them smaller? I was thinking if I just cut off 2-3 minutes of credits at the end of them, they would likely be able to fit. Anyone know of a program that can do this?

There is no quick/simple way as you would have to re-encode the remainder of the movie.

For this, VirtualDub is probably the easiest.
