Fold. There is nothing in his preflop capping range that you're ahead of.

Also, folding >> raising >>>>> calling.

Preflop - I would just call with pocket 9's rather than reraise.
Flop - as played there is a very high chance that you are behind (since at these levels almost every ace is played). If you are, you only have 2 outs (ok maybe 2.5 counting the 2 gap bdsd). Thus the break even odds are 17.4:1. The pot odds are 17.5:1 but given the action on the flop the button could still rasie behind you. Therefore... fold.

preflop is awkward, i think i generally fold here without a read on UTG

flop is an easy fold

Edit: Just for clarification, 8 hands i dont consider anywhere near a decent sample size to tell anything at all

do we really want to fold the flop? you're gettin over 16 to 1 and you got a backdoor straight and two 9s still out there... i'd probably check/call the flop and evaluate on the turn.

now if the bb c/r'ed then OP is in a lot of trouble.

Without reads, and after 8 hands you probably don't have reads, I would assume one of them has an ace and call one bet on the flop hoping to spike my 9 on the turn. If it came back to me for one more I would be tempted to call but would probably let it go. I don't re-raise with in EP with 99, at those limits you aren't going to isolate anyone.
