Default Two river decisions that have me thinking...

So the river brings me top two pair. Unfortunately it fills a straight draw and a backdoor flush draw. Does anyone raise this river? I figured going for the overcall would bring just as much if I'm ahead as a raise would? It seemed like a standard play but looking at it after the fact I'm not sure what the best move might have been...

And here this guy is in his second hand at the table and just calls down to the river. From his first three actions at the table, buying in for $10, posting UTG and then calling two bets out of the BB, I assumed he was rather fishy but I still couldn't decided whether to throw in a value bet or not.

1st hand is fine.
2nd hand is easy value bet on the river. No reason to be afraid of that flush.

Yup, 1 hand from a "fishy player" isn't enough to determine that he will not bluff c/r the river (or c/r with top pair) with 90+% certainity.
