Pinnacle\'s Wager Order Form

Can anyone explain this to me? Even with their explanation, it makes no sense to me.

Say you want to bet on Texas at -3, but the line is at -4. You place your order "Texas, -3" and the amount. If the line drops to -3, the bet gets picked up.
