Default Value river raise?

I feel like I don't raise enough on the big streets for fear that I'm always beaten. Viallain here is a bit laggy w/a 40/20/2.8 line over 71 hands

On the river I put him on an ace or a PP 99-QQ. I also feel he will pay off my river raise w/PPs. Once 2 aces and 1 9 are out on the board, does this narrow down his hands enough to make raising the river worthwhile?
