I think you're misreading the board. He has two non-heart Q outs and (hopefully) 2 kings. This is an auto-muck if three-bet.

Well, there's no reason to think anyone has the heart draw. But even if hero has only 4 outs, he'd be correct to call a 3-bet because the pot is huge (14BB+) after a turn raise and 3-bet even if the other caller drops.
