Warwick University Arts Center.

I never attended anything to do with arts, but the "Koan" in the foreground was supposed to fit on top of that building behind. Some ridiculous sum of money was spent on making it before they realised it was too heavy for the roof, so they just stuck it in front of the building.

FWIW the top half rotates. I don't know, nor have I ever cared, why.
