Default FM dials

In Anchorage, Alaska there is an alt rock radio station on 87.7, called "the end", so this should have been easy for me.

However, I still got it wrong, because almost all "dials" (digital tuners are differrnt) I've seen only go down to 88, I remember not being able to get this station a few times many years back for this reason.

The question should have been worded "what is the lowest frequency fm radio stations can get a permit to broadcast on in the US?" or something similiar.
