This is a great question. I like the toilette answer. I am struggling to think of a good answer. Some that I have considered are:

Personal Credit Cards (Really only bad in a few countires, and mainly it is the high risk credit arena that I think is very bad, in other areas personal credit cards are moderately bad to pretty good).

Intradiction as a means of stopping ilegal contriband - actually that is more of an idea than an invention, but it has been proven to be a self defeating policy where ever it is employed.

HMO's - that is really just a surrogate. There is something very wrong with the way health care (at least in the US) is going but I don't know exactly where the real problem lies or how it could be fixed.

Political Advertising - this has completely marginalized the quality of candidates, and consequently the quality of government. It's not just ads, it's the whole sensationalistic system, but ads are the best representative since they (almost) always pander to the thoughtless voters with completely specious arguments.

I'm sure there is something historically that has really slowed progress that dwarfs anything I can think of. Aristotles work really delayed the enlightenment AFAIK as it was treated as gospel, even though a lot of his notions were just wrong. (The work I think is fine, but it had some really bad consequences).

Random Stuff I can think of.

tobacco products - but you could really throw any kind of misused drug in here, including all the majors, heroin, cocaine, etc. It isn't just cigarettes that kill...watching someone's face fall off due to oral cancer from dipping is pretty bad as well.

Organized religion, particularly the ones that bread zealots. I won't name names, but I haven't seen any catholics blowing up trains in the name of the lord.

Organized labor - They served a purpose at the turn of the century when people were dying in factories, and 8 year olds were being worked to death. Now they serve the purpose of overpaying under-achievers for jobs that trained monkeys could do. I'm sorry but a forklift driver in a automotive factory doesn't need to make 120K for his high school education (equivalency at that i'm sure).

I wouldn't prefer if it if I didn't know any better...

Everything that can be viewed as a negative can also be viewed as a positive in someone else eyes....

I said money as it has created a world that is completely unequal...
