To me it seems pretty clear. TV ratings are down because there are so many more programs. When WPT started it was the only televised poker game in town (this was the year before the WSOP went to 8 episodes I think). Now every network and their cousin has a poker show. of course ratings for each individual show will be down, doesnt mean interest in poker on tv is down on the whole. it may be, but those numbers certainly dont prove it.
