Bad news... I got a different account specific reload bonus and asked PP about them one after another. Here is their response, apparently BONUSFEB is a new player first-time deposit bonus?
"Please note that you are only eligible to use only one of these bonus codes that is FEB05RELEASE.As the other bonus code that you were referring to BONUSFEB is not applicable to your account because it is a sign up deposit.This is on the first deposit that the player makes to sign up with PartyPoker.com. Hence please use only FEB05RELEASE bonus."

I know that's when it's listed. Sometimes these codes are vailable before the time listed, and it's nice when people post upon finding this out, for those of us for whom patience is not a virtue.
