I think the picture usually stands for something that's old news. I think that picture was posted in OOT numerous times on separate occasions when the story came out.

basically the story is about a farmer on a mountain who is the owner of the most cows in the world or something like that. basically he has so many cows that he cannot discard crap so he had to burn it. there was so much crap that the smell was so potent that it stunk up the entire town near the mountain. he had some confrontations with local officers trying to get him to stop burning the crap or something but somehow managed to get permission to do so or something.

true story i believe.
