I was watching that "Extraterrestrial" special on the National Geographic Channel a couple of months ago. Apparently, once an atmosphere reaches about 30% oxygen, the chance of a fire spreading and the speed at which it spreads goes way up. So, the air in a casino couldn't possibly be 100% oxygen.
