Your bankroll has nothing to do with the limit you should be playing. The limit you should be playing is determined by your skill level. If you're not sure of your skill level, start at the lowest limit tables and slowly work your way up.

This is clearly incorrect. If you're the best player in the world and only have $10,000 for poker, should you be playing in the $1000/$2000 game?

No, but you probably shouldn't be playing 15/30 either. If you have the necessary skills you can take shots above your bankroll. (Obviously you need at least a buy-in, and you want to have some left-over to build back up if variance kicks you down.)
Likewise, if you're only a 0.1BB/100 player at 1/2, you shouldn't be playing the 10/20 or 15/30, even if you have $10000 for poker.

So bankroll does matter. (If you have 0 BR you can't play at all, regardless of your skill. If you're bill gates, it doesn't make much difference what limit you play.) However in most cases skill is more important.

(aside) Bill Gates plays 3/6 when he plays in Vegas.

(snide remark) Using Mr Gates as our bankroll benchmark, your $700 is a micro fraction of his total bankroll, therefore you should play .01/.02 or lower.

Assuming Mr. Gates has chosen a logical limit for bankroll growth, which clearly he hasn't.
Still humerous though.
