He said he hated him and that he should choke on a burger. That's merely descriptive. Nothing even close to ban worthy.
Inflammatory would be more like calling him a name or saying something bad about him. Saying "I hate this guy" sucks in its own way, but doesn't seem to be the kind of thing you're taking it for. I wouldn't celebrate it, but you're misrepresenting it.
